Overview
Steadfast LA Foundation is committed to helping victims of the devastating wildfires in Los Angeles County rebuild their home, lives, and communities. In collaboration with modular homebuilders such as Samara and program collaborators HomeAid OCLA, loanDepot, and Armanino Advisory LLC, through our Modular Housing Initiative we will provide high-quality financial assistance to eligible individuals and families who lost their homes during the wildfires by providing grants to help them obtain new modular homes. Fire victims in Altadena, Malibu, Pasadena and Pacific Palisades who lack the economic resources to rebuild may be eligible for Modular Housing Grants.

Who is Eligible
To be eligible for the Steadfast LA Foundation Modular Housing Grant, you must meet certain eligibility requirements including the following:
- You must be a property owner who lost your primary residence in the January 2025 LA wildfires
- Your home must have been uninsured or underinsured for rebuilding
- You must demonstrate financial need based on your annual income and net worth (excluding the value of your property and taking into account any insurance proceeds and any disaster relief assistance you may receive from the government or other organizations).
- You must have opted in for debris removal, and your property must be capable of accommodating a modular home. This will be determined by a participating modular homebuilder.
- You must be a U.S. citizen or permanent resident and have lived in your home for at least five years
- Neither you nor any of your family members are related to any director, officer, employee, or substantial contributor of Steadfast LA Foundation or any of the participating program collaborators (currently Armanino Advisory LLC, HomeAid OCLA, loanDepot, and Samara)
How the Program Works
- Step 1: Candidate Self-Certification - Candidates will need to complete the initial eligibility self certification check list, acknowledging certain program terms, and enter their contact information.
Please note: In order to be considered for the first round of Modular Housing Initiative Grants, candidates must complete the self-certification form by no later than May 27, 2025. Candidates who complete the self- certification form after May 27, 2025 may be eligible for later rounds of Modular Housing Grants.
- Step 2: Eligibility Screening - Candidates who complete the initial eligibility self- certification checklist will be directed to an eligibility screening process administered by loanDepot. Candidates can expect to be contacted by a member of loanDepot’s eligibility-screening team within 10 business days of completing their self- certification form and submitting preliminary information to loanDepot. After an initial screening interview by loanDepot personnel, candidates will be asked to upload documentation to confirm their eligibility for the program. This documentation may include income tax returns, wage statements, and bank statements.
Please note: Personal financial information provided to loanDepot will be maintained by loanDepot in compliance with all legal requirements. Personal financial information will not be shared with Steadfast LA Foundation or other program collaborators without the candidate’s written consent.
HomeAid OCLA: We are here to help
Eligible candidates for the Modular Housing Initiative will have access to a liaison from HomeAid OCLA who can help candidates navigate the screening process, answer questions, and serve as a general program resource. If you are not you are eligible for a Modular Housing Grant, a HomeAid OCLA liaison will help guide you to other resources for housing assistance.
- Step 3: Initial Eligibility – Candidates can expect an initial eligibility determination within 20 business days of providing all requested eligibility documentation. Initial eligibility determinations will be communicated by a HomeAid OCLA liaison.
- Step 4: Financial Need and Site Feasibility Assessments - Candidates who are determined by loanDepot to meet the eligibility requirements will be referred to HomeAid OCLA on a "no-name" basis for a preliminary assessment of relative financial need. At this state a modular homebuilder may conduct a preliminary site feasibility assessment to confirm that eligible candidates’ properties meet preliminary site-feasibility requirements.
- Step 5: Grant Award - As each round of eligible grantees is established, Armanino Advisory LLC will assess available program funds and make recommendations to Steadfast LA Foundation, which will make the final grant-award decisions based on program eligibility and selection criteria. The terms and conditions of the Modular Housing Grant will be reflected in a written grant.
- Step 6: Contracting and Installation - A HomeAid OCLA liaison will help grant recipients navigate the final steps of the process which will include signing a contract with a modular homebuilder for a new modular home (to be funded in whole or in part with the Modular Housing Grant), final site inspection and feasibility analysis, permitting, and installation.
Self-Certification Checklist
In order to proceed with your application for a Steadfast LA Foundation Modular Housing Grant, please certify on behalf of yourself and all members of your household that the following are true and correct.
1.I lost my primary residence in the January 2025 wildfires in Los Angeles County.
2.I own the property on which my primary residence was located, and neither I nor any other member of my household owns any other properties.
3.My home was uninsured or I do not have enough insurance to rebuild my home.
4.Based upon my annual household income and the value of my net assets (excluding the value of my property and taking into account any insurance proceeds and any disaster relief assistance I may receive from the government or other organizations) my household lacks the financial resources to rebuild my home.
5.I have lived in my home for at least five years.
6.I am a U.S. citizen or permanent resident.
7.I am not and, to the best of my knowledge, no one in my family is:
- a director, officer, employee, or substantial contributor of Steadfast LA Foundation or its affiliate, Steadfast LA, a civic nonprofit organization;
- a director, officer, employee, or substantial contributor of HomeAid OCLA; or
- a director, officer, or employee of Samara, loanDepot, or Armanino LLP.
8.To the best of my knowledge, I am not, and no one in my family is, related to:
- a director, officer, employee, or substantial contributor of Steadfast LA Foundation or its affiliate, Steadfast LA, a civic nonprofit organization;
- a director, officer, employee, or substantial contributor of HomeAid OCLA; or
- a director, officer, or employee of Samara, loanDepot, or Armanino LLP.
PROGRAM TERMS
Please confirm your acknowledgement of the following basic terms of the Steadfast LA Foundation Modular Housing Grants program.
- I acknowledge that each Modular Housing Grant will include the following terms among others:
- The grant recipient must use the grant to obtain a modular home from a participating modular homebuilder.
- During the period from the date of the grant until final completion of the installation of the modular home, the grant recipient must certify to Steadfast LA Foundation on a periodic basis that the recipient continues to satisfy the program eligibility requirements and acknowledge that if the recipient does not continue to satisfy the program eligibility requirements, Steadfast LA Foundation may require the grant recipient to repay all or part of the grant.
- The grant recipient must agree to live in the home (or pass the home to family) for at least 5 years, otherwise the grant recipient must repay the grant.
- I acknowledge that the number of eligible candidates may exceed the number of available Modular Housing Grant awards and that there is no guarantee that I will be awarded a grant.
- I acknowledge that the Modular Housing Grants will be awarded based on numerous factors and criteria, including but not limited to demonstrated financial need, feasibility of installation of a modular home on a candidate's property, and availability of grant funds. As a result, some candidates who have demonstrated financial need and otherwise meet the program eligibility criteria may not be awarded a grant.
- I acknowledge that as part of the eligibility screening process for a Modular Housing Grant I may be required to consent to a background check.
- I acknowledge that in connection with the receipt of a Modular Housing Grant I may be asked, and will have the option, to consent to the use of my name, image, and likeness for purposes of promoting the Modular Housing Initiative and the general charitable activities of Steadfast LA Foundation and those of its program partners.
